Did the 2010 Automated Election System lighten the work of BEI's?

We were very excited to conduct the election as certified IT capable BEI's (Board of Election Inspectors) upon passing the written and actual test conducted by the Commission on Elections (COMELEC) and Department of Science and Technology (DOST). We were very proud and confident with a chain high compared to other BEI's who didn't passed. However, most of us had not anticipated the great burden and responsibility put on us this 2010 election.

Automated Election System is really very amazing however the process is the same with the Manual Election System. The difference is that only on the casting and counting of votes which is made easier for the PCOS machine did it not the BEI's.

But, this AES made me surrendered being a BEI chairman, I had so many bad experienced on this election which made me emotionally and physically drained. It was not really easy to manage 900 voters to vote in just one precinct. Our polling place has only 3 open precincts but clustered. We hold 5 book of voters which has 892 voters in all.

The voting started at 7 o'clock in the morning of May 10, but only 300 voters finished voting at 5 o'clock in the afternoon. I was so worried at that time but when one of the COMELEC employees visited our precinct and told me to end the voting at 7 p.m, I was relax but confused because there were still 400 voters outside the precinct waited for their turn to vote. They were shouting and fighting because they really wanted to vote.I was very worried and called our supervisor on what to do. I was enlightened because she said we should accommodate all the voters who were there 30 meters outside our precinct. Some commented for the slow processing of the casting of votes and some suggested us to distribute additional numbers. We had prepared 62 numbers in all. But what we did was listing all the voters who were there 30 meters outside the precinct. At 7 p.m, there were still 300 voters who wanted to vote. They didn't want us to have a break because they wanted to got inside and vote. However, I can't blame them because of the rainy weather. But what should I do? If i only knew that some precincts did the voting first before feeding the ballots to the PCOS machine, we ended earlier.

We had not taken our meals and snacks until all the voters were accommodated. We had closed the voting at 7 A.M. on May 11. How terrible it is! We forgot to eat for 3 meals and had not sleep during that night just to cater them.

But one unforgettable experience I had that made me emotionally drained when one of the Lakas Kampi candidates threat us to be filed a case for the slow process of the election. Was it our fault? He said we should be petitioned for being inefficient teachers. I was just confused why he said that to us, yet we were doing our work well. We followed all the Guide Instructions given to us by the COMELEC. Then we were INEFFICIENT? Do you have a heart MR. LAKAS KAMPI CANDIDATE? We didn't have a break even personal necessity, we did not eat our meals or drank water just to finish the election on that day, then you will threat us? Anyway, I have told him bravely that we are not afraid of his threat. But still I was affected as a captain in our precinct.

I have told our supervisor about my experience and our poll clerk recorded all the untoward incidents happened on that day. However, it made me decide not to serve as BEI next election day IF still there will be 5 clustered precincts in our polling place.
