The Enhanced K+12 Basic Education Program

What is a K+12 Basic Education Program? Does it really help to alleviate the economic crisis of our country? Many parents and teachers are asking the relevance of the program. Some parents said that "It only add to their burden of sending their children to school". And some teachers said "Additional years in school is not the solution of quality education, it's the support of the government to the schools in terms of books, instructional materials and classrooms".

According to President Benigno S. Aquino III, "We need to add to our basic education. Those who can afford pay up to fourteen years of schooling before university. Thus their children are getting into the best universities and the best jobs after gradution. I want at least 12 years for our public schoo children to give them an even chance at succeeding."

What is K+12 means?

K+12 means Kindergarten and the 12 years of elementary and secondary education.

Here are the Rationale of the program:

1. Enhancing the quality of basic education in the Philippines is urgent and critical.

2. The poor quality of basic education is reflected in the low-achievement scores of Filipino students.

3. International tests like 203 TIMSS(Trnd in International Mathematics and Science Study) rank the Philippnes 34th out of 38 countries in HS II Math and 43rd out of 46 countries in HS II Science; for grade 4, the Philippines ranked 23rd out of 25 participating cointries in both Math and Science. In 2008, even with only the science high schools participating in the Advanced Mathematics category, the Philippines was ranked lowest.

4.The congested curriculum parly explains the present state of education.

5. This quality of education is reflected in the inadequate preparation of high school graduates for the world of entrepreneurship or higher education.

6. Most graduates are to young to enter the labor force.

7. The current system also reinforces the misperception that basic education is just a preparatory step for higher education.

8.Our graduates are not automatically recognized as professionals abroad.

9. The short basic education program affects the human development of the Filipino children.

10. Thus, a proposal to enhance basic education program come up that is least disrptive to the current curriculum, most affordable to government and families and aligned with international practices.

Benefits of K+12:

To individual and families:
* An enhance curriculum will decongest academic workload, giving students more time to master competencies and time for extra-curricular activities, thus allowing for a more hollistic development.

* Graduates will posses competencies and skills relevant to the job market.

* Graduates will be better prepared for higher education.

* Graduates will be able to earn higher wages and/or better prepared to start their own business.

* Graduates cound now be recognized abroad.

For the society and the economy:

* K+12 will contribute to the economic growth.

*K+12 will facilitate mutual recognition of Filipino graduates and professional in other countries.

* A better educated society provides a sound foundation for long-term socio-economic development.

Guiding Principles of K+12:

* Enhancement of the basic education curriculum is the central focus.

* The enhanced curriculum will offer areas of specialization or electives such as science and technology, music and arts, agriculture and fisheries, sports, business and entrepreneurship, etc., and subjects for advanced placement.

* As part of the bigger basic education reform, the enhanced K+12 education is undertaken hand in hand with the vigorous efforts to ensure adequacy of inputs.

* Change in two-fold: curriculum enhancement and transition management.

* An open and consultative process will be adopted in the development and implementation of K+12.
